Mental Health 101 — What is Mental Health?

Definition (WHO 2022): Mental health is more than the absence of mental disorders. It includes the ability to realize one’s potential, cope with normal stresses, work productively and contribute to community life.

Simple explanation for youth: Mental health is the health of our mind and emotions — how we think, feel, and connect with others.

When mental health is good:
  • Feels happier and motivated
  • Has focus for school or work
  • Can handle challenges
  • Builds healthy relationships
When there are problems:
  • Persistent sadness or irritability
  • Loss of interest and energy
  • Withdrawal from others
  • Thoughts about self-harm

STEP 1 — Recognize Emotions

Pay attention to mood changes, sleep, appetite, and school performance.

STEP 2 — Support System & Coping

Sources of support: Family, friends, teachers, barangay health workers, BCPC, counselors, and professionals (psychologist/psychiatrist).

Choking (Pagbara sa Lalamunan)

Choking — What you should know and first aid

Alam ninyo ba? Madalas mangyari ang choking habang kumakain o kapag may maliliit na bagay na nalunok ng bata. Kapag hindi naagapan, maaari itong magdulot ng suffocation o pagkamatay.

Ano ang Choking?

Ang choking ay nangyayari kapag may bara sa lalamunan o windpipe kaya nahihirapan huminga ang isang tao.

Palatandaan ng Choking:
  • Hindi makapagsalita o makahinga
  • Humahawak sa lalamunan
  • Namumula o namumuti ang mukha
  • Mahinang ubo o walang tunog na ubo
Unang Lunas:
  • Hikayatin na umubo nang malakas kung kaya pa.
  • Kung hindi makahinga, gawin ang abdominal thrusts (Heimlich maneuver).
  • Tumawag agad sa emergency hotline kung hindi pa rin maibsan.

Heimlich Maneuver (Abdominal Thrusts)

Ang Heimlich maneuver ay isang paraan ng first aid para sa conscious na tao na hindi makahinga dahil may nakabara.

Tandaan: Gamitin lang sa taong conscious pero hindi makahinga, umubo, o magsalita. Kung nakakahinga pa, hayaan siyang umubo muna.

Paano Gawin (Adults & Children)
  1. Tumayo sa likod ng taong choking at yakapin ang kanyang tiyan.
  2. Gumawa ng kamao gamit ang isang kamay at ilagay ang hinlalaki (thumb side) sa ilalim ng rib cage at mga 2 pulgada sa itaas ng pusod.
  3. Hawakan ang kamao gamit ang kabilang kamay.
  4. Mabilis na itulak paloob at paitaas (inward and upward thrust).
  5. Ulitin hanggang 5 thrusts o hanggang mailabas ang nakabara.
  6. Kung mawalan ng malay ang tao, simulan ang CPR.
Para sa Bata (<5 yrs o <20kg)

Lumuhod sa likod ng bata at gawin ang parehong hakbang pero mas banayad ang puwersa.

Para sa Sanggol (<12 months)

Huwag gawin ang Heimlich sa sanggol. Gamitin ang back blows at chest thrusts:

  1. Ihiga ang sanggol pahiga at nakadapa sa iyong braso o hita, nakababa ang ulo kaysa katawan.
  2. Gamit ang sakong ng kamay, bigyan ng 5 malalakas ngunit kontroladong tapik sa pagitan ng balikat.
  3. Suriin ang bibig at alisin kung may nakikitang bara.
  4. Kung hindi pa rin natanggal, ihiga ang sanggol patihaya (face-up), ulo pa rin ang nakababa.
  5. Gamit ang dalawang daliri, bigyan ng 5 mabilis na chest thrusts sa gitna ng dibdib (sternum) mga ½–1½ pulgada ang lalim.
  6. Ulitin hanggang matanggal ang bara o mawalan ng malay (kung ganoon, simulan ang CPR).
Kung Ikaw ang May Choking
  1. Gumawa ng kamao at hawakan ito gamit ang kabilang kamay.
  2. Ilagay sa ilalim ng rib cage, mga 2 pulgada sa itaas ng pusod.
  3. Mabilis na itulak paloob at paitaas nang paulit-ulit.
  4. Maaari ring sumandal o itulak ang tiyan laban sa matigas na bagay tulad ng gilid ng mesa o upuan.
Sino ang Hindi Puwede sa Heimlich?
  • Sanggol (<1 year) — gumamit ng back blows at chest thrusts.
  • Walang malay na tao — simulan ang CPR at humingi ng tulong.
Mga Posibleng Panganib

Maaaring magdulot ng bali sa tadyang o pinsala sa tiyan kung mali ang pagkakagawa, pero sa sitwasyong life-and-death, mas mahalaga ang mailigtas ang buhay.

Paano Maiiwasan sa Bata
  • Huwag hayaang may maliliit na bagay sa abot ng bata.
  • Hiwain nang maliliit ang pagkain.
  • Iwasan ang bilog at matitigas na pagkain (nuts, grapes, hotdog, candy).
  • Bantayan ang bata habang kumakain at naglalaro.

Paalaala: Gabay lamang ito sa first aid. Hindi kapalit ng propesyonal na gamutan. Kung hindi natanggal ang bara o nawalan ng malay, tumawag agad ng emergency (911) o dalhin sa ospital.

Burns (Paso)

Minor Burns (Mababaw na Paso): What to know & First Aid

Alam niyo ba? Karamihan ng paso sa bahay ay minor (hot water, oil, contact burns). Kadalasan, kaya gamutin sa bahay kung tama ang unang lunas.

Ano ang Minor Burn?

Minor burn: first-degree (surface) o maliit na second-degree (maliit na paltos) na hindi malawak o nasa sensitibong bahagi.

First Aid for Minor Burns
  1. Palamigin ang paso: banlawan ng malamig (hindi yelo) na umaagos na tubig 10–20 minuto.
  2. Huwag gumamit ng yelo, toothpaste, mantika o ointment na hindi inirerekomenda.
  3. Linisin ng mild soap at tubig nang dahan-dahan.
  4. Takpan ng sterile gauze o malinis na tela. Huwag gamiting cotton na kumakapit.
  5. Iwasang pumutok ang paltos; ito ay natural na proteksyon.
  6. Uminom ng pain reliever (paracetamol/ibuprofen) kung kailangan.
Kailan Magpatingin sa Doktor?
  • Kung malaki kaysa sa palad ng biktima.
  • Kung may malalaking paltos o mabilis lumalala.
  • Kung may senyales ng impeksyon (pamumula, nana, dagdag sakit).

Major Burns (Malalang Paso): What to know & First Aid

Alam ninyo ba? Major burns ay nangangailangan ng agarang medikal na atensyon — maaaring magdulot ng dehydration, infection, at shock.

Ano ang Major Burns?
  • Lagpas 10% ng katawan ng bata o 15% ng katawan ng adulto ang napaso.
  • 3rd degree burns, burns sa mukha/hands/feet/genitals/joints, electrical o chemical burns.
First Aid for Major Burns
  1. Tumawag agad ng emergency o dalhin sa ospital.
  2. Alisin ang biktima sa pinanggagalingan ng paso kung ligtas ka.
  3. Huwag tanggalin ang damit na dikit sa balat; putulin ang paligid kung kailangan.
  4. Takpan ang paso gamit ang malinis na tela o non-stick dressing.
  5. Huwag gumamit ng yelo, toothpaste, mantika, o ointment.
  6. Bigyan ng tubig kung gising at hindi nahihirapang uminom.
  7. I-monitor ang paghinga at pulso; simulan ang CPR kung nawalan ng malay at hindi humihinga.
Kailan Agad Magpatingin?
  • Malawak ang paso (lagpas palad ng biktima).
  • Paso sa mukha, mata, bibig, leeg, joints o ari.
  • Electrical o chemical burns.
  • Senyal ng shock: maputla, pawisin, mabilis tibok ng puso, nahihilo o nawalan ng malay.

Paalaala: Major burns ay emergency. First aid lang hanggang dumating ang propesyonal na tulong.

Nosebleeds (Pagdurugo ng Ilong)

Nosebleeds — Quick Guide & First Aid

Alam ninyo ba? Madalas ang nosebleed kapag mainit o tuyo ang hangin, o dahil sa pagsundot o injury. Kadalasan hindi delikado, pero dapat alam ang first aid.

Quick Steps (First Aid)
  1. Umupo at bahagyang yuko ang ulo pasulong; iwasan ang paghiga o pag-tilt ng ulo paatras.
  2. Pisilin ang malambot na bahagi ng ilong nang tuloy-tuloy 10–15 minuto.
  3. Huminga sa bibig habang pinipisil ang ilong.
  4. Maglagay ng cold compress o yelo (nakabalot sa tela) sa ilong o pisngi.
  5. Huwag suminga o sundutin ang ilong pagkatapos huminto ang dugo.
Kailan Magpatingin sa Doktor?
  • Kung lampas 20 minuto at hindi huminto ang pagdurugo.
  • Kung madalas ang nosebleeds.
  • Kung dulot ng malakas na tama o aksidente.
  • Kung may kasama pang hirap sa paghinga, pagkahilo, o pagsusuka ng dugo.
Paano Maiiwasan
  • Panatilihing hindi tuyo ang loob ng ilong (saline spray o humidifier).
  • Iwasang sundutin ang ilong.
  • Gupitin ang kuko ng bata para hindi magasgas ang ilong.

    A. Resolutions Passed

    1. Peace Building and Security

    Authored a resolution urging the establishment of Barangay Youth Peace Brigades in all barangays and appropriating funds for their operations, strengthening youth participation in peacekeeping and community safety.

    2. Mental Health

    Sponsored a resolution institutionalizing a Youth Mental Health Support Program in Barangay Saluysoy, establishing a Safe Space Help Desk at the SK E-Library, and promoting accessible mental health services for the youth.

    3. Tourism and Cultural Development

    As Barangay Tourism Officer and SK Kagawad, I initiated a resolution mandating all private sector establishments (hotels, resorts, restaurants, etc.) to provide required data and information to the Meycauayan City Tourism Office.

    This initiative streamlines data collection, reduces the workload of tourism officers, and ensures efficient, evidence-based planning for tourism and cultural programs in the barangay.

    B. Governance and Representation

    Supported and coordinated youth development initiatives through the leadership of SK Federation President Jin Misuze.

    5. Peace Building and Security Chairperson

    Served as Chairperson for Peace Building and Security in Region III during the 13th National Youth Parliament under the National Youth Commission (NYC), leading discussions and policy recommendations that amplified the voice of Meycauayan youth and the entire Region III in national and regional platforms.

    6. Media Guesting

    Featured as a guest at Radyo Pilipino, promoting youth programs and sharing best practices in community-based initiatives.

    7. Global Youth Summit 2025

    Participated in the Global Youth Summit 2025, contributing to discussions on the Sustainable Development Goals (SDGs) and youth involvement in global development.

    8. UP College of Law BGC – GOGOGOVERNANCE

    Joined the national forum “GOGOGOVERNANCE: Advancing Youth Development and Open Governance in the Philippines”, promoting transparency and accountability in youth leadership.

    9. Barangay Tourism Officer

    Officially designated as Barangay Tourism Officer of Barangay Saluysoy, supporting the City Tourism Office through data coordination, cultural promotion, and implementation of tourism-related policies.

    C. Youth Health and Wellness Programs

    10. Batang Saluysoy Wellness Pass

    Introduced the Wellness Pass, giving youth easier access to health services, fitness activities, and community health initiatives.

    11. Libreng Gamot Program

    Provided free medicines to indigent families and youth, addressing urgent health needs in the barangay.

    12. Feeding Program

    Implemented a feeding program for children and youth, improving nutrition and ensuring that vulnerable groups had access to healthy meals. (Funded through SK budget support)

    13. Nutribun Distribution

    Distributed nutritious bread (Nutribun) to children as part of a local nutrition campaign against hunger and malnutrition. This initiative was personally funded, reflecting a strong commitment to youth health and welfare beyond SK funds.

    14. Hygiene Kits Distribution

    Provided hygiene kits to youth and families to promote sanitation and health practices in the barangay. This program was also personally funded, demonstrating dedication to community well-being.

    D. Disaster Preparedness and Safety

    15. BDRRM Training

    Completed intensive Disaster Risk Reduction and Management (DRRM) Training and became an authorized barangay rescuer, ready to respond during emergencies and calamities.

    16. Fire Volunteer Training

    Successfully underwent Fire Volunteer Training, earning recognition as part of the barangay’s authorized volunteer rescuers supporting fire safety and emergency response.

    17. Flood Control Advocacy

    Monitored and advocated for flood control initiatives in Barangay Saluysoy, ensuring projects were conducted transparently and with the community’s safety as a priority.

    Actively defended the integrity of these initiatives, prioritizing the protection and future of youth, children, and all residents.

    Exercised principled leadership, using the voice of the youth to promote genuine change without pursuing personal gain or political ambition.

    18. Emergency Hotline Card Distribution

    Distributed Emergency Hotline Cards to residents, ensuring quick access to essential contact numbers in times of crisis.

    E. Advocacy and Awareness

    19. Drugs Awareness Documentary – Kwento ng Pag-Asa

    Directed, produced, and fully funded a documentary on drug awareness and prevention, featuring interviews with the PNP Chief, Barangay Captain, Guidance Counselor, Psychologist, and a reformed drug user once considered a community concern.

    The documentary served as a powerful advocacy tool for awareness, prevention, and hope, developed in partnership with PNP Meycauayan, schools, and NGOs.

    F. Digital Innovation & Youth Health Access

    20. Kabataan Health Hub (Website)

    Developed the Kabataan Health Hub, a youth-centered digital platform providing accessible and interactive health information and tools.

    Features include: mental health journaling, adolescent health topics, BMI calculator, first aid tutorials, barangay population data, health advisories, and integration of the Batang Saluysoy Wellness Pass.

    This serves as a flagship innovation project, combining digital technology with youth health and wellness programs for long-term sustainability.

    Note:

    Most of the programs and initiatives listed in this report were personally funded, with my entire SK honoraria dedicated to support youth and community programs. In addition, I also provided resources beyond my honoraria to ensure these initiatives were realized. This reflects a genuine commitment to public service that goes beyond the allocated SK development funds. The Feeding Program, meanwhile, was implemented through official SK budget support.

    This role complements SK leadership by strengthening collaboration between the youth sector and the barangay government in advancing tourism and cultural development.
